Keep the government-wide guidance for mobility management at a high level and flexible, empowering agency CIOs to manage implementation. The inherent flexibility of mobile devices and low cost and rapid development cycle for mobile apps argue strongly against a rigid top-down approach. * Allow citizens to provide feedback on a service
